The Niwot Business Local Improvement District (LID) is a special district created by the Boulder County Commissioners in 1993, which collects a 1% sales tax within Old Town Niwot and Cottonwood Square Shopping Center.
Half of the tax revenues are used to pay the remaining cost of street and drainage improvements made in Old Town in 1993, with the debt scheduled to be fully paid by the end of 2010. The other half of the tax revenues are used to fund projects which benefit the local improvement district. Projects must fit within the purview of the Niwot LID Sales Tax Resolution, which defines projects as:
- public improvements within the District or within Boulder County where the benefits of the improvement accrue to the District, or its property owners or taxpayers, including, but not limited to, acquiring and constructing specific road, parking, curb and gutter, sidewalk, drainage and lighting improvements, and
- production and distribution of informational products and materials for the District.
Total revenues in 2008 were approximately $110,000. Once the remaining debt is paid, all of the tax revenues will be available to fund the projects described above.
The Niwot LID Advisory Committee consists of nine persons appointed by the Boulder County Commissioners to recommend expenditures to the Board of County Commissioners. The LID Advisory Committee generally meets at 7 p.m. on the first Tuesday of each month in the Eagle Place Community Center behind Cottonwood Square Shopping Center.
